Minutes of the Council Meeting,
13th August 2024 Venue, Church House

1) Declarations of Interest – PM, GW and DC in relation to the grant application for Acrefield
2) Apologies – Councillors J Hughes and K Edwards.
5) Report by R Fishlock re Youth Club initiative – (this item was brought forward)
RF introduced himself and presented the report in support of the proposed youth club.
This is to be funded by CBCC from September to March as a trial period.
The Councillors thanked RF for all his hard work and enthusiasm with getting this initiative off the ground. This is revisited in the grant application minute.
3) Minutes of previous meeting
The minutes of the full council meeting on 9th July 2024 were unanimously approved.
4) Recruitment of clerk – update
The Chair is investigating whether the clerk of Mochdre Council would be interested in also covering this council. DC expressed concern about councillors acting as officers and how it is paramount that the appointment of a clerk is a priority.
6) Follow up of actions from previous meeting
Contract for cleaning playgrounds has been accepted but details are still to be finalised
The Website has been live for a couple of months and is getting some hits. Thanks were given to Gary for his continued work on this.
CBCC has confirmed that the missing dog bin is in the process of being replaced.
All councillors have completed the mandatory training. Details to be added to the website
7) Finance
DC presented the minutes of the finance committee held on 5th August 2024
8) Statutory Documentation
It was agreed to recirculate the policies not yet adopted, to be reviewed for comments. To be adopted at the next meeting.
The Welsh language policy is more complicated and is still being drafted.
Declarations of Interest and Acceptance may need to be redone.
9) Virtual meeting licences
Approval was given for a Zoom licence be purchased to enable people to join meetings online.
10) Annual Report
This is a statutory requirement. DC and SH to prepare. Going forward, this to be prepared by the clerk
11) Biodiversity and resilience of eco-systems report
A report must be submitted by the end of December 2025. Residents will be consulted. Approval was given for a promotional budget of £250 be made for publicity.
12) Notice Boards update
CB reported that the work on the notice boards has not started yet due to the contractor working on a major project.
15) Llansanffraid branding and social media assets
A logo was chosen and linking the council website to social media sites is underway.
16) County Councillors’ report
SD reported roadworks, Maes Y Felin, toilet closure proposals and assets disposals
17) No new planning applications were presented for observations
18) Grant funding request
The presentation made by R Fishlock and the grant claim form presented by him were discussed. There was strong support for the proposed youth club and approval was given to funding for the Pool table and promotion of the club.
Standing orders suspended at 9.00pm.
13) Treasure hunt (this item was delayed due to fullness of the agenda
The treasure hunt had been cancelled at the last minute due to compliance issues.
BE proposed an events committee to take ownership of these events, to be proposed at the next meeting.
14) Summer Extravaganza.
Volunteers were sought to help on the day and additional suggestion made to make it a success will be considered.
