Minutes of the Council Meeting,

12th November 2024 Venue, Church House

 

In Attendance: S Hughes (SH) Chair, P March (PM) Vice-Chair, C Burgess (CB), N Tarmaster (NT), D Court (DC), S Doleman (SD), B Ellison (BE), W Tee (WT), GV ( Gary Vere)

1. Declarations of Interest

  • David Court re Funding form

 

2. Apologies

3. Minutes of the meeting held on 10th September 2024

  • Amendments made by DC added before final approval.

  • Notice boards built waiting on Perspex to be fitted will need help to erect.

 

4. Update on actions arising from the last meeting

  • Data protection policy needs some new amendment due to additional rules coming into force SH to confirm and circulate before next meeting.

 

5. Finance

  • DC reported on the Finance Committee meeting held on 4th November 2024 and presented the October financial statement

  • Full budget will be discussed 

  • DC will seek community council input to forecast expenditures for 2025/2026.

  • SB has given receipts in for planting.

  • Draft budget to be completed by December and approved by January 2025

 

6. Digital Health Check completed by DC and GV

  • GV to undertake social media marketing request to make more use of it.

  • Working party approved for marketing of WT, DC and GV CB proposed, PM seconded all approved.

 

7. Warm hub discussed but no further action at present.

 

8. Planning Observations no new ones included.

 

9. Christmas decorations

  • CB wanted additional memo to be included, unhappy with Chair stopping voting by email for this.

  • £66 additional cost approved for light fittings to posts.

  • Discussion as to why these locations were chosen over locations as sub-committee suggested icicle lights near the current Christmas tree location, a second tree at Dolwyd, and lamppost decorations at Pentre Felin (due to lack of an electrical source for tree lights).

  • Correct application for lights to be completed CB resigned form the decorating committee.

 

10. Emergency meetings to be called by Th chair or Vice chair in the event of Urgent spending or voting as opposed to emailing this way.

 

11. Grant funding requests.

  • One recaievd put on hold while CC wait to hear what responsibility we may need to take over form County council DC to chase up.

 

12. Fireworks display. 

  • There were some observations about unsafe practices this is to be raised with GCSA

 

 13. OAP Christmas lunch.

  • NT has suggested asking Snowdonia nurseries for a quote £25 suggested WT proposed CB seconded.

  • Restrictions to perhaps be included on the age group for the lunch

 

14. County Councillor report.

  • Report provided by SD.

  • Independent review takes place on whether or no County Councillors receive a pay rise.

 

15. AOB. 

Pentrefelin Bus stop DC still looking at getting replaced

Salmon leap has been put in at the waterfall

 

 

Meeting Closed: 9:20 due to having to suspend the meeting at 8.15pm
