Minutes of the Council Meeting,
10th September 2024 Venue, Church House
In Attendance

1) Declarations of Interest – None
2) Apologies – Councillor Bob Ellison, Keith Edwards No Apology
3) Minutes of previous meeting The minutes of the full council meeting on 13th September 2024 were unanimously approved.
4) Recruitment of clerk – update We have received interest from three applicants Employment committee to approach and arrange interviews asap.
5) Follow up of actions from previous meeting Contract for cleaning playgrounds has been accepted but details are still to be finalised SH to make contact and arrange for the work to commence.
NT purchased replacement marquee.
Council insurance has been renewed.
Replacement defib pads have been purchased; spare set stored at The Cross Keys.
The Website has been live for a couple of months and is getting some hits. Thanks were given to Gary for his continued work on this.
Dropbox extra storage for the clerk to be purchased DC proposed, CB seconded, approved.
Missing dog bin at the bottom of Top Llan road by the A47- has now been replaced.
All councillors have completed the mandatory training. Details to be added to the website. List of remaining free OVW courses to be circulated.
Approval was given for a Zoom licence be purchased to enable people to join meetings online, NT proposed, CB seconded unanimously approved to purchase. GV to organise the link.
Annual report has been prepared and will be uploaded onto the website.
Llansanffraid branding and social media assets
A logo was chosen and linking the council website to social media sites has been completed and circulated by GV once again thanks expressed.
6) Feedback from the Gala/extravaganza and Youth Club This was positive with the gala event being well attended and received. The youth club had 9 young people attend and overall feedback was positive.
7) Finance DC presented the minutes of the finance committee held on 2nd September August 2024
8) County Councillors’ report
SD reported toilet closure will be going ahead, some will remain open seasonally Proposal to move the library to Venue Cymru is being looked at and a consultation is underway for the active travel, resurfacing on Church Street planned for Easter 2025
9) No new planning applications were presented for observations
10) Grant funding request The grant form for the youth club was discussed at the last council meeting. Initial approval was given for purchase the Pool table and promotion of the club. The grant has now been approved in full for the spend to take place.
11) Events committee BE There was a discussion around setting up an events committee but nothing proposed and planned.
12) Fireworks Display GCSA to be approached about putting a funding application in for the display this year
13) Statutory Documentation The draft Councillor Allowances policy was discussed and adopted The Welsh language policy is more complicated and is still being drafted. Declarations of Interest and Acceptance will need to be done DC to circulate the correct documents before the next meeting.
14) Biodiversity and resilience of eco-systems report A report must be submitted by the end of December 2025. This is an ongoing report NT and DC will continue with the planned proposals for Cae Erw.
AOB Remembrance parade road closures have been applied for GW is waiting on a response from the police. Wreath to be purchased by Community council GW proposed £50.00, SD seconded all approved DC abstained. Thank you letters to be sent to the young people involved in raising funds for the youth club and Hwb. SH to arrange CB to provide details of names.
