Minutes of the Council Meeting,
10th December 2024 Venue, Church House

Minutes of the meeting held 12th November approved
Actions arising:
5 notice boards are currently being stored ready for installation. permissions for Dowlyd notice board needs to be confirmed. Phil to contact Chris Burgess in relation to the locations of the other boards.
2 potential candidates for the clerk role, SH will contact them to set up an interview with the whole council, date to be agreed.
Community engagement meeting with David ,Gary and Wendy took place to scope what this may look like and was agreed that a joined up approach from all community councillors would be needed.
Pentrefelin bus stop no feedback to date SH will chase.
2 new councillors will need to be appointed for the Fforddlas ward this will go on the web site and be adverSsed widely.
Finance
Finance committee met last week and are looking a possibility of transferring the bank account
GCCC will now be responsible for repairs to playground equipment.
November financial statementbank presented.
Audit Wales have completed our audit but before it’s release to us have asked for details around the Christmas voucher scheme (this to be returned to them by the 20th December).
2025/26 Budget process is under way: good response re our requests for an indicaSon of funding requests. Precept request discussed; decision to be finalised at next month’s meeSng. DC will prepare some further analysis of the numbers.
Discussion around the potenSal for the Community council to join CVSC
Correspondence
Request from resident Dave Rees to maintain the culvert in Nant y Erfail to be discussed and agreed in the next meeting.
Warm hub funding available deadline 12th December for applications to be submitted. This to be communicated to Church House/Hwb/Y Clwb.
Policies
Welsh language to be added to the web site, data protection to be circulated
Code of conduct – Wendy to source model form from One Voice Wales
SH has the FOI in hand.
Complaint procedure is already within the standing orders on the council website.
Bank account signing process will be reviewed as part of the decision re changing the council bank accounts.
Planning - no submissions received.
Grant funding - Ysgol request: NT proposed PM seconded, agreed by all .
Christmas decorations no tree lights as yet , installation request form was submitted 3 weeks ago to Conwy Council, will hopefully be installed Thursday this week.
GW disappointed with there being no lights for Dolwydd this year.
Pensioners party - minimum age requirement discussed. NT suggested the lunch be held at Snowdonia nurseries January 2025 they can cater for 70 – 80 people. £22.50 per head was agreed. Proposed KE Seconded WT 6 agreed 1 abstained (DC).
GW offered to do a raffle for a local charity (Hope House?) at the meal. AOB Salt bins to be check to ensure they have sufficient grit in case of bad weather Wendy suggested that a programme of events is drawn up and agreed to ensure any applications for funding are planned in a more timely manner moving forward.
